MEETING MINUTES
1.0 CALL TO ORDER, Chair Vossler called the meeting to order on Monday, November 17, 2025, at 6:00 PM at High School Room 400. Members present include: Scott Christen, Crystal Munter, Paul Nelson, Jacob Vossler, Superintendent Todd Selk, and Wil Goetsch who arrived at 7:02 PM. Absent – Dean Duppong and Allison Marquis.

2.0 APPROVAL OF AGENDA – Moved by Director Munter supported by Director Nelson to approve agenda as presented. Motion unanimously carried.
3.0 CONSENT AGENDA- Moved by Director Nelson supported by Director Munter to approve consent agenda as presented. Motion unanimously carried.
3.1 Minutes from Regular Meeting October 20, 2025
3.2 Payroll Checks and Direct Deposits: Direct Deposits of $180,175.90 on 10/30/2025 and $177,730.00 on 11/15/2025. Payroll Checks #28220-28224 for $1,341.11 on 11/15/2025 and Payroll Retro Checks #28225-28265 for $15,093.40 on 11/15/2025.
3.3 Finance Checks and Wires: Total wires of $404,221.15 from 10/16/2025 to 11/12/2025. Checks #70709-70835, for a total of $215,178.20. Transfer of $275,000.00 from MAX to 1st National on 10/27/2025 and transfer of $200,000.00 from MAX to 1st National on 11/12/2025.

5.0 STUDENT/STAFF/CONSTITUANTS REPORTS
5.1 High School Student Council- Emma Heller, Addison Wendt, and Kyzie Sanford spoke about the Fall Summit they attended in Clearbrook, MN; the blood drive they hosted at the school on Wednesday, October 22nd; the Elementary School dance they hosted on November 6th for grades 4-6 where they had almost 100 kids attend; and the Juniors and Seniors on the student council attended a Fall Leadership Forum in Brainerd, MN.
5.2 Elementary Student Council- Hadley F, Reata V, and Isla J. had the school board participate in their restorative circle; they are planning a surprise for staff in November; planning a school wide food shelf drive; and having a game drive for the food shelf in December.
6.0 FINANCE
6.1 Moved by Director Christen supported by Director Munter to accept Donations to the School District. Roll call unanimously carried.
6.1.1 Scheels donation for purchasing shoes
6.1.2 Highway 2 Cruisers donation for purchasing shoes
7.0 REPORTS
7.1 Elementary Principal Report: Elementary Principal Dan Boushee submitted his report; Enrollment for K-6 on November 17, 2025, was 296; ES recently brought on board Olivia Green as a part-time paraprofessional; potential requirement to expand by adding a full-time paraprofessional in the near future; 97% attendance rate for conferences held on November 13 & 14; Fastbridge testing data is used for universal screening, instructional planning, progress monitoring, special education support, and program evaluation; upcoming dates: November 17-18 – Native American Sand Art presentation from Dennis Rogers, November 26 – Early dismissal, November 27 & 28 – Thanksgiving – No School, December 9th – Christmas Concert (featuring 1st, 2nd grades and 4th-6th Choir) @ 6:30PM in the high school gym.
7.2 High School Principal Report – High School Principal Don Donsarski submitted his report; Enrollment for high school on November 17th, 2025, was 257; 8th graders attended the T4 Career Fair, photos on school Facebook page; Quarter 1 ended on October 31st, parent teacher conferences were held on November 13th and 14th; Thank you to Scheels and Highway 2 Cruisers for their donations; Congratulations to our music department and students for putting on a great Veterans Day program; November 26th Chuck Johnson will be at the high school to deliver a one person paly production about Abraham Lincoln; New shop tools have arrived; Don then delivered a building safety update from I Love You Guys training.
7.3 Superintendent’s Report: Superintendent Selk submitted his report; his packet contained information on open enrollment numbers; Federal funding handout; home school report handed out to only board members; finance committee information; ICS update; early out before Thanksgiving.

10.0 OPERATIONAL
10.1 Moved by Director Christen supported by Director Munter to approve Resolution Appointing Superintendent Selk as Official Fosston Public Schools Representative for Area Special Education Cooperative (ASEC). Roll call unanimously carried.
10.2 Moved by Director Christen supported by Director Munter to approve the Establishment of District Finance Committee. Motion unanimously carried.
10.3 Moved by Director Munter supported by Director Goetsch to approve Appointment of Members to District Finance Committee. Motion unanimously carried.
10.4 Moved by Director Goetsch supported by Director Nelson to approve Resolution to Oppose Removal of Stop Light by Minnesota DOT. Roll call unanimously carried.
10.5 Moved by Director Nelson supported by Director Goetsch to move February Regular Board Meeting to February 9th. Motion unanimously carried.

Notice is given that an application for informal probate of the Decedent’s Will, dated June 14th, 2023 (“Will”) has been filed with the Registrar. The application has been granted.
Notice is also given that the Registrar has informally appointed Shelby Tadych, whose address is 12900 370th St. SW, Fertile, Minnesota, 56540 as personal representative of the Estate of the Decedent. Any heir, devisee or other interested person may be entitled to appointment as personal representative or may object to the appointment of the personal representative. Unless objections are filed with the Court and the Court otherwise orders, the personal representative has full power to administer the Estate, including, after 30 days from the date of issuance of letters, the power to sell, encumber, lease or distribute real estate.
Any objections to the probate of the Will or appointment of the Personal Representatives must be filed with this Court and will be heard by the Court after the filing of an appropriate petition and proper notice of hearing.
Notice is also given that all creditors having claims against the Estate are required to present the claims to the personal representative or to the Court Administrator within four months after the date of this Notice or the claims will be barred.
A charitable beneficiary may request notice of the probate proceedings be given to the Attorney General pursuant to Minnesota Statutes section 501B.41, subdivision 5.

Notice is hereby given, that on the 15th day of December, AN ORDINANCE OF THE CITY OF FOSSTON REGULATING ALL-TERRAIN VEHICLES (ATV) AND UTILITY TASK VEHICLES (UTV)

was adopted by the City Council of Fosston, Minnesota.

Notice is further given that due to the lengthy nature of the ordinance, the City Council has directed that this title and summary be prepared for publication pursuant to Minn. Stat. 412.191, Subd. 4.

Notice is further given that a complete printed copy of the ordinance is available for inspection by any person during normal business hours of the City Administrator, 220 East First St., Fosston, MN, or will be mailed to anyone requesting it by telephone (218) 435-1959.

Notice is further given that the general purpose of the ordinance is to amend the code to promote the health, safety, general welfare, and zoning and land use objectives of the city.
