Notice is hereby given, that on the 8TH day of August, 2022 Ordinance Number 22-05 AN ORDINANCE OF THE CITY OF FOSSTON, MINNESOTA, AN EMERGENCY ORDINANCE TEMPORARILY REGULATING THE SALE OF EDIBLE CANNABINOID PRODUCTS IN THE CITY OF FOSSTON.
was adopted by the City Council of Fosston, Minnesota.

Notice is further given that due to the lengthy nature of the ordinance, the City Council has directed that this title and summary be prepared for publication pursuant to Minn. Stat. 412.191, Subd. 4.

Notice is further given that a complete printed copy of the ordinance is available for inspection by any person during normal business hours of the City Administrator, 220 East First St., Fosston, MN, or will be mailed to anyone requesting it by telephone (218) 435-1959.

Notice is further given that the general purpose of the ordinance is to amend the code to promote the health, safety, general welfare, and zoning and land use objectives of the city.

Notice is further given that the Council has by a minimum 4/5 vote approved this public notice on the 8th day of August.

THIS SUMMONS IS DIRECTED TO THE ABOVE-NAMED DEFENDANTS AND ALL OTHER PERSONS UNKNOWN CLAIMING ANY RIGHT, TITLE, ESTATE, INTEREST, OR LIEN IN THE REAL ESTATE DESCRIBED IN THE COMPLAINT HEREIN:
1. YOU ARE BEING SUED. The Plaintiff has started a lawsuit against you. The Plaintiff’s Complaint against you is on file in the office of the Court Administrator of the above-named Court. Do not throw these papers away. They are official papers that affect your rights. If you believe the Plaintiff should not be given everything asked for in the Complaint, you must say so in your Answer.

4. YOU WILL LOSE YOUR CASE IF YOU DO NOT SEND A WRITTEN RESPONSE TO THE COMPLAINT TO THE PERSON WHO SIGNED THIS SUMMONS. If you do not Answer within 20 days, you will lose this case. You will not get to tell your side of the story, and the Court may decide against you and award the Plaintiff everything asked for in the Complaint. If you do not want to contest the claims stated in the Complaint, you do not need to respond. A default judgment can then be entered against you for the relief requested in the Complaint.

6. ALTERNATIVE DISPUTE RESOLUTION. That parties may agree to or be ordered to participate in an alternative dispute resolution process under Rule 114 of the Minnesota General Rules of Practice. You must still send your written response to the Complaint even if you expect to use alternative means of resolving this dispute.

THIS LAWSUIT MAY AFFECT OR BRING INTO QUESTION TITLE TO REAL PROPERTY LOCATED IN the County of Polk and State of Minnesota, described as follows:
The East Half of the Southwest Quarter (E½SW¼) of Section Eighteen (18), Township One Hundred Forty-nine (149) North of Range Forty-eight (48) West of the Fifth Principal Meridian, according to the United States Government Survey thereof;

The object of this action is to obtain the judgment of said Court determining the Plaintiff’s title and all adverse claims to the above-described tract of land, adjudging that Plaintiff is the owner in fee simple absolute and entitled to possession of said tract of land and the whole thereof, adjudging that the Defendants in said action, and each of them, have no right, title, claim, interest or estate in or to said tract of land or lien thereon, and adjudging such other relief as the Court shall deem proper.

YOU ARE FURTHER NOTIFIED that no personal claim is made against any of the Defendants and that this action is brought only for the purpose of determining adverse claims to real estate and vesting title in the Plaintiff thereby.

Comment guidelines:
Welcome to the board meeting of Fosston School District #601. We value comments and input from employees and the public. In the interest of maintaining an orderly meeting, we ask that you adhere to the following established guidelines:
1. Anyone wishing to speak to an item included on the agenda during Public Comments are encouraged to sign up with the superintendent’s office prior to 5:00 p.m. the day of the board meeting. Individuals will be acknowledged by the board chair. When called upon to speak, please state your name and topic. All remarks shall be addressed to the board as a whole. If there are a number of individuals present to speak on the same topic, please appoint a spokesperson that can summarize the issue. Public comment will be limited to 3 minutes per individual and will be limited in total to 20 minutes.
2.. During Public Comments, the board and administration will listen to comments but will not immediately respond.
3. Disrespectful comments or comments of a personal nature will not be allowed to be presented or openly discussed during a board meeting.
4. Information that is classified as non-public data such as age, marital status, religion, dependents, health information, allegations, or any other information that is classified as both private and confidential by Minn. Stat. Ch. 13. A person who willfully violates data privacy is guilty of a misdemeanor. (Minn. Stat. Ch. 13.09).
5. Personnel concerns should follow the appropriate chain of command. These concerns should be addressed to the building principal; the second step should be to present the issue to the superintendent. The final step would be to present the issue in writing to the board.
6. Requests for items to be placed on the agenda must be presented to the superintendent or board chair at least 7 days before the scheduled board meeting, or by Board consent prior to approval of Board Agenda.

CAPITAL PROJECTS FUND

An ad valorem tax of .0003627 times the taxable market value for 2022, collectible for 2023, will be levied on all taxable property within the Red Lake Watershed District. One-half of the levy will remain in the District for projects listed below; the other one-half of the levy will be sent to the Red River Watershed Management Board for projects within the Red River Basin.
