REQUEST FOR QUALIFICATIONS (RFQ)
CONSULTING SERVICES FOR TRAIL AND SIDEWALK PROJECT
The City of Fosston intends to select a consultant to assist with development of final engineering services for a sidewalk and trail project (Project) in the City of Fosston and is requesting Statements of Qualifications (SOQ) from consultants with similar type experience to provide these services. Interested consultant firms are requested to submit one (1) copy of a Statement of Qualifications (SOQ) to Cassie Heide, City Administrator, 220 1st St E., Fosston, MN 56542 no later than 12:00 p.m. (local time) on Friday, July 28th. The SOQ should be limited to ten (10) pages (including cover letter, table of contents and section dividers) covering airport familiarity, project understanding, project team, agency relationships, and relevant experience. Firms should demonstrate their reputation with other city sidewalk and trail projects by providing at least three (3) city sidewalk and trail projects. Additional information may be requested from the highest ranked proposer. Interviews may be conducted at the discretion of the Authority. Proposals received after the stated date and time will be returned unopened and considered non-responsive. Electronic submissions will not be accepted.
At a minimum, the SOQ shall include the following:
a. Sidewalk and Trail Project scope and understanding
b. Firm’s background and key personnel including a list of all personnel who will be performing services on the task and availability.
c. Relationships with Federal, State and Local Agencies
d. Recent relevant experience including three (3) sidewalk and or trail projects for which the consultant provided similar services.
e. References, including contact information, for the recent relevant experience.
The scope of work will include final design; technical assistance; management and oversight of the public bidding process; and construction management services; grant administration and close out; programming; project justification/need and environmental documentation for the Project. The consultant may assist as a link and facilitator between the City and Federal, State and Local agencies. Not all of the services or development items listed in this request may be contracted or eventually required. The Project is anticipated to be initiated and completed in the 2023-2024 timeframe. The Project is expected to be funded through Federal, State and Local resources. The selected firm will be subject to all Federal, State and Local requirements.
The SOQs will be ranked in areas such as sidewalk and trail project familiarity; project scope and understanding; corporate history and background in wastewater consulting; demonstrated experience with similar projects; key personnel professional qualifications and overall project coordination; knowledge and familiarity with State of Minnesota and Local regulations, policies and procedures; and success of recent projects. The highest ranked proposer will be contacted to enter into negotiations with the Authority for a final scope of work and budget. If negotiations are not successful, the Authority will terminate negotiations and enter into negotiations with the next highest ranked proposer.
This is a Qualification Based Selection process. SOQ submittals shall exclude fees or costs. The Authority reserves the right to initiate additional procurement action for any services included in this procurement, but not under contract.
The City reserves the right to accept or reject any proposal received and to make decisions in the best interest of the Authority. The Authority reserves the right to waive irregularities that are not material to the evaluation and award of the contract.
